Resolve any excess before invoicing

What if the retainer is a fixed service package?

An hours-balance model may not apply. Use the delivery and billing basis actually agreed rather than forcing a package into an hourly allowance.

Can I use a team utilization percentage?

No. Team utilization uses a capacity denominator, while this reconciliation uses one client's allowance. The two measures answer different questions.
