A billing effort observation log records activity samples before they are turned into estimates. It differs from a cost worksheet: the log preserves what was observed, when and under which boundaries, while the worksheet applies chosen averages to a scenario. A small convenience sample should not be presented as a measured whole-month result.
Record an invoice reference or appropriate pseudonymous sample ID, activity stage, active minutes and any paused or waiting period. Use the same timing convention across samples. Separate base preparation and review from additional exception work so later modeling does not count the same minutes twice.
The fictional observations record five preparation minutes, three review minutes and an extra ten-minute exception on one sample invoice. The included active time is eighteen minutes for that sample. It does not establish the frequency of exceptions across the entire population or an automatic saving from scheduled delivery.

How to complete the template
Define the observation boundary
Choose included stages, active-time convention and handling of waits, retries or interruptions. Record sampling period and selection method without exposing client document contents.
Capture individual activity evidence
Record sample ID, stage, active minutes, exception reason and whether the activity is base or additional. Retain excluded waiting time as a separately labeled field if needed.
Review samples before estimating
Check missing stages, duplicates and unusual cases. Support each chosen average and exception-frequency assumption with the relevant population evidence.

Must the log include personal names?
Use only identifiers needed for the review and follow your organization's handling rules. The example uses fictional sample IDs.
Does one exception prove the monthly exception count?
No. Count distinct affected invoices in the defined population separately.
Can I estimate time from memory?
Label a recalled estimate as such. Keep it distinct from directly observed activity and state its uncertainty.
